Who is in charge of revising and changing CPR regulations/rules? For example, which group decides how many compressions and rescue breaths should be given? Who is in charge of this?

Is there such a website with this info?

The AHA's ECC committee. The AHA and ARC (among others) then implement those guidelines. The committee publishes new guidelines every 5 years. (I believe the new set is due out this January, although it will take another year or so for the ARC and AHA to actually revamp their own curricula to fit the new guidelines.)
