Why do some schools wait so long to release secondaries?

Is there some strategic reason why some schools delay their secondaries release?

Because they're still getting their ducks in a row from the last application cycle.

Ditto Tuc's response. How many students does each of the schools you are waiting for have? Larger class sizes each year could be delaying things. I know Drexel is very large so it takes a bit until they get their secondary out.
