Why do they have you turn in your app before MSPEs are released?

Is there a point? Why not just have everything turned in at once

1. There's a delay in interviews going out while programs wait for MSPEs

2. This delay freaks out applicants

3. Applicants apply to more programs that they wouldn't have in the first place to assuage their anxieties and have some illusion of control.
