Why does my one reference say 'accepted' and not 'complete'?

Two of my references say 'complete' and the other one (physical therapist) says 'accepted.' Is this because PTCAS needs to verify that he is actually a PT or something?

It means that he accepted to write one for you and may have even written it but just hasn't clicked "Submit" button on his end. I had to call one of my references as well and explain that they made sure to hit the "submit" button on their end.
