Why not E2?

I can not convince myself why only SN1 is possible not E2. Need your help before going insane. Thanks

You've got a weak base that's not really a good nucleophile either. This combination is not favorable for the E2 reaction. That combined with a good leaving group in a polar protic solvent make the sn1 a much better reaction.
