WICHE Question

I'm about to start applying to PT schools during the upcoming application cycle, and all of a sudden I've run into the WICHE thing. In 4 years of pre-health undergrad, I've never heard WICHE mentioned once. The WICHE website hasn't been able to answer my question, and I'm waiting on a bit of clarification from the contacts I've emailed, but:

I graduated from an Arizona public university and have been a resident of the state of Arizona for my whole life (Arizona is a WICHE state). I know that Arizona is not a supported "sending" state for DPT under WICHE (since we have 1 public school that provides DPT training), and of course I have not applied for WICHE status/certification.

My question: Are Arizona residents able to apply to public DPT schools (i.e. University of Washington) in other WICHE states? Or will Arizona residents automatically be denied entry into these other DPT programs because Arizona is a non-sending WICHE state?

I have no idea what WICHE is, but I've never heard of residents of certain states being denied admission to public schools in other states simply because of the state they are from. Some public schools do give preference to their own state's residents, though.
 
WISCHE is Western Interstate Commision for Higher Education.
Since PT school is graduate level you are focused on Western Regional Graduate Program (WRGP) (From the website) "allows master’s, graduate certificate, and Ph.D. students who are residents of the WICHE member states to enroll in some 320 high-quality programs at 56 participating institutions outside of their home state and pay resident tuition. The WICHE states are Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, Wyoming, and the Commonwealth of the Northern Mariana Islands."

If you haven't gone to school outside of Arizona you wouldn't have known about WISCHE. This is a way for the Western States to not have a specific program in every single state and allow neighboring states students to partake of instate tuition for those programs supported....every state is different.
 
My understanding is that Arizona is not a sending state for Profession programs under WICHE... for PT.
