I am going to keep this short and sweet. I had something come ip in my life and I suddenly cant attend the psyd program I accepted. I dont know how to officially withdraw. I feel bad for them, and I know they will keep my deposit, but all that is not important now. What do I do?

If you think you might be able to attend next year, you could always get in touch with the school, explain your situation, and see if they might agree to a deferral. Otherwise, just call the school to find out who they would like you to speak to about this. There's no point in feeling bad for the school--it's still early, and they'll probably still be able to fill your spot in the incoming class.

Yeah, you'll probably make someone on the waitlist very happy. Sorry to hear about your situation, whatever it may be.

I have already filled out my mpn for my student loans and sent it in. Do I have to do anything to make sure that they know I do not need those loans anymore?

You can write a letter (email) stating that you want to cancel and send it to the financial aid officer, but it's really not necessary, they never disburse loans until the semester has begun and you are enrolled in more than half time classes. If you're not enrolled, you get no loans, so you don't really have to worry about it.
