Worth trying to negotiate aid from an unranked school to a T30?

I've had the honor to receive pretty much a full COA scholarship from Hackensack Meridian (Have to pay ~$10,000 per year) as well as a 50% tuition scholarship from OSU. I don't really want to close any doors in terms of residency options so I definitely would rather pick OSU, but the price difference is about $190,000 as an OOS student.

A lot of people say to always shoot your shot but I'm not sure if its even worth it in the case of these two and I really do not want to come off as ungrateful, especially because OSU already gave me a scholarship. Also, I lowkey wasn't even expecting a scholarship from either because my stats aren't amazing or anything so I don't want to push any boundaries either. Just wanted some general advise on what might be best.

The worst OSU can say is no if you ask.

Also, someone once told me that you can qualify for in-state at OSU after a year, so look into that! (im not sure on the details tbh)
