Would you apply to a school that has 0 Canadian enrolled in the last cycle 2011-2012 for this cycle even though if they are known for accepting Canadians? Now obviously it could be that they did accept Canadians but those people rejected the offer but that would be hard to find out. An example would be Columbia and Tuft which had 0 Canadians enrolled.
