based on your pros and cons list it sounds like RWJMS is the safer choice while Emory is the riskier one with potentially the most upside. If you think there is a good chance that you will shoot for a competitive specialty I would lean towards Emory because of the higher prestige and the more relaxed grading.
However, the importance of being near your support system is not to be minimized, especially if being further from it may impact your mental health or performance in school. Thus RWJMS would not be an unwise choice at all, especially since finances and your support system seem to be two of the most important factors for you. I don’t think that the harsher grading etc are too significant of factors to outweigh your support system if it is that important to you. At the end of the day only you know yourself!
