Is it just the three variables (speed of sound, emitted frequency, observed frequency) because the fetus isn't moving? Or do they say "three of the four quantities involved in the effect are required" to comprise the minimal information because knowing three, the machine can solve for the fourth (and then depending on the timing and strength of the echo, an image on the machine results)?

Well, in any equation of x variables, if all x-1 variables are known, then the last variable no longer retains any degree of freedom. In other words, it's set.
