My reasoning was that progesterone + estrogen simultaneous secretion by corpus luteum and later by placenta does negative feedback on hypothalamus and anterior pituitary which reduces the secretion of GnRH, LH and FSH. This only occurs when one is pregnant(fertilization) or taking the birth control pill.

But the answer was resuming menstruation. How?? There won't be LH surge and ovulation.

The question asked about post menopausal women. With increasing age the ovaries become less responsive to LH and FSH. Therefore, ovulation does not occur. Without ovulation Estrogen and Progesterone levels will not increase and growth of the endometrium will not occur.

Estrogen and Progesterone therapy in post menapausal women will stimulate growth of the endometrium. If estrogen and and progesterone are taken away, the cells of the endometrium die, resulting in menstruation. It's a little confusing because the neither the question nor article says anything about changing dosage during therapy. But through the process of elimination this is the most reasonable choice.
