Most universities are unwilling to accept transfers. You can scratch Canada off your list for many reasons but mainly:
a. you are not a Canadian citizen (I assume) so that'll screw you off the start
b. almost no schools accept transfers UNLESS they have dropouts (and as far as I know UBC is the only school with that policy...and again that is assuming there is space in the 3rd year class)
Since you are posting in the Oz forums I can tell you that Sydney has a policy on transfers but it seems next to impossible to get. There are several qualifying criteria.
