Don't go for prestige. I will hire someone local from Chicago or Milwaukee or Madison over someone from MGH or Hopkins.

That's the trend I've seen as well. Lots of anesthesiologists employed in PP or by hospitals seem to have done residency in the same state.

But would going to a more prestigious program open up job opportunities if you wanted to go elsewhere in the country?

What I've heard is tiers matter most if you want to end up in academia.

Otherwise, based on your avatar, just tell them you're Burt Macklin FBI, and then no one will even care, they'll just hire you on the spot! Macklin, you son of a bitch...
