Applying to regional-focused schools while planning on getting military scholarship?

I know some schools specifically want their students to benefit either the larger state or an even smaller regional area. How would one answer questions about practicing locally if you also plan on getting a scholarship requiring military service, where you likely would be practicing somewhere else and for a different population subset for at least 4 years? Is it even worth applying to these schools if you can't say you will be immediately serving their target population (i.e. UC Davis, which seems to serve the people of suburban-rural Northern California)?

The only good answer I can think of is saying that you'll come back eventually.
