I was wondering if people were willing to share the top psychiatry programs in the country, especially those that have significant research activity.

Top in researching what? What are your goals?

Once you get to this level, there isn’t a definitive overall ranking system. There are so many career paths and different programs that vary by a lot.

I think the question's perspective isn't the best. However, if it's really your goal, try a program with a dedicated research track in the match or, barring that, an informal one advertised on their website. In general, geography is going to make you a lot happier though. The ultimate point of residency is not research, after all. If you want to focus on research excluding all else, focus instead on research TOPICS. Look at various faculty research topics. Some kind of global extremely well funded university is not going to help you if none of the stuff being done interests you.
 
The top program is the program that trains you. Nothing else really matters in terms of ranking them.

In terms of a program that has strong training/real clinical teaching+ top notch research activity + doesn't have too much internal drama/malignant behaviors, Mount Sinai Main comes to mind. MUSC also checks all those boxes, though it doesnt have the name recognition it deserves and is highly underrated.
 
No such thing as a best program, but the better trained psychiatrists seem to have been trained at programs with 1) emphasis on serving the local indigent population (where you learn the psychosocial issues at play and tend to see more pathology), 2) has a psychiatric urgent care or emergency department attached, 3) direct ties to a large academic program, 4) lots of integration with other services such as Neuro, Medicine, etc.
