Chances of a re-applicant

Hello,

I am an international dentist, currently pursuing my MPH in the United States. This will be my third application cycle. In the first cycle, I was interviewed by 3 schools and wait listed by 1. In the second cycle, I was interviewed by 2 and have been wait listed by both. Do you think I will have any chances for interview calls and acceptances in this year? Do California schools call re-applicants for interviews? I am positive UCLA doesn't call re-applicants.
