"Current Topic" Alternative Payment System

The APTA and policymakers are seeking ways to reform the payment systems to achieve greater reporting accuracy, promote quality care, and reduce fraud and abuse. The APS plan would be used to implemet and improve quality of care, recognize and promote the clinical judgment of the physical therapist, and provide policymakers and payers with an accurate payment system while ensuring the integrity of medical services. This reformed payment system for outpatient physical therapy services would change the existing CPT coding system that contains a lot of codes and reduce it to only 12.

This is a very brief outline however, I am interested in any feedback from current students that may be discussing this issue in school or any PT's that would have any insight from their experience on whether this plan would truly benefit the provider & patient?
