D.O. Licensing (NY, CA and the rest of the U.S.)

I'm attempting to help my spouse rank AOA (D.O.) Psychiatry residencies.

1) Is it true that if you are licensed in NY or CA, then you are able to practice anywhere in the U.S.?

2) After residency, how difficult is it to apply for obtain a license AND apply for jobs all over the U.S.? I'm confused on which order people obtain a license and apply for jobs.
