Do any schools have pre-II holds which are NOT silent rejections?

I've been put on pre-II hold by multiple schools, and for one of those schools I know it is a silent R based on the school-specific thread. However, at which schools (if any) does a "hold" not equate to a silent R (aka after getting a "hold" that applicant could very well receive an II)?

George Washington puts a lot of applicants on hold in the beginning. Lots of people who are put on hold get an interview later on in the cycle (including me!)

At my school (USUHS), a pre-II hold is not a silent rejection.
