Generally speaking, when should we call to "express interest" in programs?

This Q applies to the non ultra competitive specialties (ie., excluding ENT, optho, rad onc, etc)

So what is a safe date to start emailing or calling programs to express interest OR to potentially ask for an interview near the date you have another interview already scheduled at a particular location? Or if they have reached out to others you know but not to you? Any general rule of thumb?

I did it in mid-late october. I got a few interviews that way (as in, I got an interview at a place within 48 hours of calling to express an interest/update my status). Your milage may vary. (To be honest, I'd have probably gotten the interviews anyway)
