HCl, ROOR vs. HBr, ROOR .What's the different?

when alkene+ HCl/ROOR --> Cl is added to the most sub. carbon (follow Markonikov's rule , question 90 , destroyer)
when alkene + HBr/ ROOR --> Br is added to the least sub. carbon ( anti-Mark, road map 3 , destroyer ?
Can anyone explain for me why ?Thanks

The peroxide effect only occurs with Br2. Anti mark addition with Br2 and peroxide. Mark addition with any other halogens and peroxide. This all relates to the stability of the transition state.

However radical is opposite br with most sub cl with least sub

correct me if am wrong
