Hiring a physician

I know nothing about the business side of medicine. Here is my question anyway: When a doctor wants to hire another doctor, and someone gets selected for the position, what else is involved besides working out contract agreements? My cousin who is a psychiatrist has been trying to bring on a doctor that he wants to hire. But, it has been eight months since he has started this process of trying to bring on a doctor. Also, my cousin is a psychiatrist. I am just curious. It would also be good for me to know too.
