How to choose a PhD Program?

Alright, so I have about 1 1/2 years left of school (assuming I don't go overboard with my biology courses). I don't know if it's too early or if it's never early enough but I'm already looking at PhD programs at different universities. I have a strong interest in neuroscience (which I've mentioned before on this forum) but most of the universities I've checked don't have clinical professors doing research on it. However, they do have professors on the Behavioral Neuroscience program doing research that interests me. So, I'm wondering, do I have to choose a university that has a Clinical Psych professor doing research that interests me, or are grad students able to have a mentor outside their area? Not sure if stupid question...

Yes, its allowed and happens. Program by program basis. Will simply have to make contact with them to find out.

It is possible but why start out handicapping yourself from the onset.
