Think simple. If you increase pushing pressure in the Bowman's capsule, it will be acting against pushing (hydrostatic) pressure in the Glomerulus. Thus, less filtrate will move through. You must have high enough pressure to move blood through the Glomerulus, so it can be filtered. That is why it occurs in the kidneys.
