Include LOR from chairman if not required?

So, I feel that chairman letters are pretty useless since rarely do they know students or have worked with them, but almost all programs require a chairman's letters. A few programs don't explictly mention that one of the LOR's must be from the chairman. In those cases, if I have other letters which I think are stronger from people I have worked with, is it better to include non-chairman letters over a chairman letter? Thanks.

if the chairman is a big name and will write an overall positive letter, and since you have it anyway, i'd include it. but if they're not that well known and it's going to be inferior to another letter from another professor then i'd not submit the chairman's letter.
