Is a 3.9+/520+ still considered high-stat nowadays?

My friend has a 3.95/521 and doesn’t consider themselves to be high-stat (I.e. not applying to most of the T25 despite still having a strong dang app otherwise) due to the competitiveness of the current landscape.

Is he right or is shawty triflin?
