is it ok to mention red flags (negatives) in my Personal Statement

some say never draw negative attention to yourself in the personal statement, red flags must only be mentioned in the interviews. PS is supposed to be about the positives

I have a failure in one of my steps

i would like to mention it in my personal statement b/c something happened in my life way back that can be considered a failure but i bounced back from it and would like to use it as an example and relate it to my Step failure

It's not about not drawing negative attention to yourself. The point is that a personal statement is not for that purpose. The personal statement is supposed to explain your interest in psychiatry and why you'd be a good fit. Now, if you can do that and explain your Step failure in a way that is irrelevant to your interest, go for it. But otherwise, it's not the time.
