I don't think you'll have much luck finding info on opt schools in India here. In the US/Canada you'll need a bachelors (or at least collegiate credits) to attain entrance, not the case in India.
Alas, this question got me curious, and I know why you posted this question, the web info on Indian opt schools is HORRIBLE! I can't find hardly anything. Here's some of the websites I found that have actual working links, maybe this will help in someway:

To the op: I volunteered as an pre-optometry student in Patna, Bihar and I found only ophthalmologists can prescribe glasses legally. That might be only for Patna, Bihar but I wanted to give you a heads up.
