Letter of Recommendation from PI after a year of no data/results?

I have been in the lab for a good year but the time have amounted to no substantial results. I am an undergrad. I would say I have stilled showed good work ethic/commitment and have run many experiments. I have also participated in a lab meeting where I presented and journal club meeting a couple times.

I will be leaving the lab this year so I am asking for the letter now,

My question is, how would my PI write my letter? I have no publication, no data, so does he just sell me on my work ethic? And can my PI actually refuse to write me a letter on this basis?

Character letter. Doesn't have to be about your findings, just how you handled yourself/lab life.
