LOW GPA IS THERE ANY HOPE?!!

My comprehensive grade average from the ece is 1.69 and the best result is 2.03.is there any hope for me to get into a dental program in the US ??if lets say I get into a master program or research and i have good work experience and toefl score?!!! Please help i am just starting to prepare for the nbde,and i feel a little frustrated.
Follow up question, if i wanted to follow the dental hygiene path will the ndbe part one and two help me?? And what else do i need?!

nbde 1 and 2 will help when applying to take the licensure exam for the hygiene program if you are a FTD willing to practice DH in florida. If you clear part 1 and 2 then you do not need to take the theoretical (written) exam for hygiene and go straight to the clinical part. Hope this helps.
