Yes and yes. a 3.3-3.4 probably will stand as a barrier to a PhD program at this point, but it's fine for a masters program and you could always do a research-oriented masters and then apply to a PhD program with your near-4.0 masters GPA; just know you have to do quite will in grad school to make your graduate GPA stand out at all since pretty much everyone's masters GPA is higher than their UG GPA.
 
Master's programs are much easier to get into then PhD's programs. 3.3 or 3.4 GPA should be fine. In fact from what I've read masters are even somewhat easier to get into then undergraduate programs. With that in mind I'm talking about general masters, masters programs that lead to licensure are somewhat more difficult to get into.
