I have never even heard of anyone scoring that low. In fact, the only two people who I personally know (or whose stories were relayed to me by their immediate family members whom I know) who failed were people who went into full blown panic mode (one had a panic attack, one had fainted, both required medical attention and did not complete their exam). One of those two did just fine on her second attempt, the other one failed three or four times and just gave up...
