You lose half (as long as you sign up by tomorrow night), but it's probably better to sign up for it in case you feel like kicking it's a** come August 20th. Else, a whole 'nother 8 months until your next opportunity!

Yes. I'd just do it now and get it out of the way. There will be a lot of late-comers, and you don't want to find that traffic on the site is keeping you from registering on time.
