Mid-Tier Programs

Well, it seems as most people agree on the top 10 programs, but as most people won't get into these, what are people's opinions on some mid-tier programs that aren't the best of best, but overall good, solid training?

I think in order to answer that, you have to figure out what you are interested in. There's "mid tier" places that will provide top notch training in their particular areas of excellence.
