Minnesota license for international dentists

Hi!
I have read that international dentist can practice in Minnesota after clearing their license exam.
Does anyone have any idea on how many international densits follow this path and what are chances and requirement for application getting accepted?

Canadians can and having gone to a US or Canadian dental school and passed the NDEB. Not anyone else.
