I am currently a high school senior, and I will be attending Kansas State University in the fall. I am looking for something that can pay for three years of undergrad and can transition smoothly to HPSP.

Don’t do either one. Take the loans or get a part time job to pay for undergrad and apply for HPSP when the time comes. You absolutely do not want to be bound to that sort of commitment until you are already accepted into dental school.
