The vast majority of employed MD's have no formal input into their employers business matters---who they can treat or reject referrals from, etc. The patients go their naturopaths for their opioids and employed MD's for the rest of their "health care."

Not refusing to treat based on docs decision is abrogation of duty and against ethical principles of clinical practice.
