November, after the Dean's Letters are sent out.

One problem with waiting until November is that if you do feel like you don't have enough interviews at that point that it is kind of tricky to add new programs because a lot of them have already done most/all of their invitations by then. If you're concerned, I think the peace of mind is worth adding on a few more programs you think you're competitive for. You can always cancel interviews later if you end up with more than you want.

The number of places to apply for is like a party and food. It's better to have more food than you need than not have enough.

It's better to have applied to more places than you're willing to see than not have enough.
