Question about Post-Bacc programs

Now I searched at http://services.aamc.org/postbac/ for post bacc description of various programs

the ones i looked at, for example this one from stony brook, had stuff like this:

Enrollment 26-50
Applied to Medical School Previous Year 16-25
Accepted to Medical School Previous Year 16-25

does this mean that those 16-25 people who where was accepted to the program and applied to med school last year, all got into medical school?

a lot of different post-bacc programs, from their descriptions online at AAMC, have those same numbers, of X number range that applied, the same X numbered range got in

am i interpretting this correctly?

also, are these programs only for students who are applying to medical school after getting a BA or BS in something and need to fufill premed requirements?
