Question about post grad studies in Israel

Hello,

I have finished my MD studies in Ecuador and would like to study my post grad studies (wich will give me an expertise certificate) in Israel, prefered in a hospital in Haifa or close to haifa.

I am not Jewish, and do not have an israeli ID.

Is it possible?
