Regulations for nurses in Cosmetic Practice

I'm investigating the regulations surrounding the cosmetic medical industry, particularly the Botox type clinics. In New Zealand there is a lot of debate going on about whether or not nurses should be allowed to inject Botox, and under what sort of supervision. At Ponsonby Cosmetic, we employ nurses, however we have a fully certified Cosmetic Doctor overseeing their work. The laws in NZ state that a Doctor should be on-site to oversee a nurse in this environment. However, there are a lot of clinics where the overseeing doctor is not on site and is unlikely to really know what their nurses are doing with patients. Obviously this is a situation fraught with disaster - hence my interest. What are the regulations in other countries? Anyone with experience in this would be welcomed!
