Required to take the PreNaplex P3 year

My school requires us to pass the PreNaplex, 2 weeks before finals (spring P3), before we can go on P4 rotations. They include the price of the test in our tuition and we can retake once before rotations start.

I wanted to know how common this is practice?
It seems like a ridiculous requirement and it's not like we have any time to study while actively taking classes.

We had to take and pass a collection of NAPLEX questions at the end of P3 year, and now they're making us do it again (random assortments of questions) at the end of P4 year. I'm sure most schools do something similar.
