Resubmitting case report

I submitted a case report to a highly respected journal which unfortunately did not see as up to par to their standards. They gave me some recommendations but the main message was that it was unlikely to get published in that journal.

Do I have to inform that original journal if I plan to submit the case report to another journal? Do I need their permission?

Did they reject the paper or ask for a (major) revision?

If they rejected the paper (go online, see the "Status" of the document), then you can submit elsewhere.

If they asked for revisions, you can revise, or decline to revise (at which point, you are free to submit elsewhere).

You are not "permitted" to submit elsewhere while your manuscript is under review, or if it has been accepted.
