A lot can change in a matter of years. A program that was outstanding a few years ago can be struggling now. The reverse can also be true.
In academics there seems to be a constant flux of faculty. This probably has a lot to do with the politics and bureaucracy in academia.
When you have a choice, your best bet is to go to programs that are growing or stable in their number of faculty, and avoid programs that are shrinking rapidly.
