scramble question

Hoping I matched but in case but in case I don't match and have to enter SOAP and even scramble ...I have 2 quick questions -please help, US-MG desparate please look inside your heart to help with all that empathy you were taught

so my understanding is that the unfilled position list will not be posted untill 5 PM. Does anyone know where the list will be posted

Also do you just call up the program and say hey i'm desparate, etc.
