If the secondary app says "no snapshots," does that mean you have to get a professional portrait taken? I was planning on using just a formal suit and tie headshot that was taken on a digital camera.

I think that just means they don't want some informal, candid picture of yourself that you just cropped to fit the size requirement. It doesn't have to be professionally done, just professional looking.
