Step 3 eligibility requirements

I just graduated from med school and am applying for step 3. The new changes to the exam say that we "Do NOT need to apply for Step 3 under the eligibility requirements of a specific medical licensing authority". Does this refer to the state-specific requirements, like needing a year of post-graduate training? PA for instance requires a 'certification of postgraduate training' form (http://www.fsmb.org/Media/Default/PDF/USMLE/pgt-generic.pdf)?

Clarification would be greatly appreciated!

You are correct about the state specific requirements. Applicants no longer have to apply through a specific state. Beside some personal information, you just have to provide the medical school that you graduated from. You do not have to have any residency experience or be enrolled in one.
