TBR: Free Radical Halogenation Transition State Q

The graph on TBR Ochem I page 263 shows that the first transition state has higher energy than does the second.

But in the passage in TBR page 290, it states that FRH "involves two transition states, in which the second is of higher energy than the first"

Can someone reconcile this?

Yeah that does seem odd because they mention opposite things in both cases for free radical halogenation IN GENERAL! I was thinking about the high instability of the methyl radical (in the chapter) or the fact that it is iodination in the passage, but neither would lead to convincing explanations about the transition states.
But regardless, for the purpose of answering questions, the passage is your Bible for 6-8 mins!
