Tonsil Cancer: Omitting level 4 in the contralateral N0 neck

I have heard several times throughout residency and in lectures that you can just cover levels 2-3 in the contralateral N0 neck for a low risk tonsil cancer. I cannot seem to find this in writing. Was wondering if anyone had any references for this?
